Onset of Monsoon and havoc in north India - who is responsible?

It is just a three or four days of rains that has created havoc in the northern part of our country.. River Yamuna is flowing over the danger mark.  Many bridges, roads and homes have been destroyed by the floods in Uttarakhand and Himachal Pradesh.  Our politicians, specially the ruling combine at center, may I ask you why even after 66 years of independence you are sleeping so much, insensitive to all such major issues of addressing the problems of floods and famine.  Problem of flood is chiefly due to two reasons - 
1. To block the riverbeds, encroaching them and building human settlements on them.  Who allows people to settle there?  It's the government's responsibility not to allow the human settlement or any encroachment over there.  And if any settlement or encroachment is there, they should be removed from there and alternative arrangements should be provided.  Now this is not so easy, government has to come on fire fighting mode for this and this project has to be taken on a priority basis and a joint effort should be made by center and state governments everywhere the riverbeds have been encroached on a large scale.
2. No emphasis on infrastructure developments such as constructing irrigation channels and Canals -  There are some states where, from rivers irrigation channels and canals have been made on a large scale and they are using the extra water flowing in the rivers due to heavy rains and floods for irrigation facilities and to provide drinking water to the people very efficiently.  But in most of the states, Central and state governments have not done much progress for this even after so many years of our independence.  The reason is very simple i.e. lack of will power and greed of mismanagement of funds in the name of flood and famine reliefs.
Friends, the dream project thought by then PM Sri Vajpayee for connecting all the major rivers in India was a revolutionary project which could have changed the fate of Indian people was dropped by the successive governments at Center because of the politics of opposing what the previous governments planned.  When I see other small economies in our neighborhood like Indonesia, Malaysia and Singapore having world class infrastructure for which they are known for, be it roads, bridges, power, planned townships and many others, I feel our politicians have done only one job- to fill their pockets out of the taxpayer's money.  Public need to ask these politicians.. why is it so?  Let's ask our representatives and give them befitting reply in the elections.
